COMMITTEES

Cambridgeshire & Peterborough Combined Authority Committees hold the Combined Authority to account, and make the decisions that deliver projects across the region for you.

COMBINED AUTHORITY BOARD

The Combined Authority Board is made up of representatives from eight organisations and co-opted members of key local organisations.

AUDIT & GOVERNANCE COMMITTEE

The Audit and Governance Committee’s role is to review the Combined Authority’s financial affairs, internal control, corporate governance arrangements and risk management.

HUMAN RESOURCES COMMITTEE

The Human Resources committee is made up of the Mayor and one Member from each of the political groups represented on the Combined Authority Board.

ENVIRONMENT & SUSTAINABLE COMMUNITIES COMMITTEE

This Committee oversees the development, management and implementation of key strategy and policy including; the Climate Action Plan (Combined Authority), Cambridgeshire & Peterborough Independent Commission on Climate, Green Homes, the Water /Power Infrastructure, the Net Zero programme, the Sustainable Warmth programme, and the Affordable Housing programme, and will implement and deliver the Priority Area – Enabling Resilient Communities- as set out in the Corporate Plan.

OVERVIEW & SCRUTINY COMMITTEE

The Overview and Scrutiny Committee was established by the Combined Authority in March 2017 in accordance with the Combined Authorities Order 2017.

The committee is made up of two members from each of the constituent councils of the Cambridgeshire & Peterborough Combined Authority.

The role of the Overview and Scrutiny Committee is to review or scrutinise decisions and actions taken by the Combined Authority or the Mayor.

The Chair is Cllr Lorna Dupre.

Skills and Employment Committee

This Committee oversees the development, management and implementation of key strategy and policy including the Employment and Skills Strategy and the Work, Health and Wellbeing Strategy, as well as the oversight and management of the devolved Adult Education Budget and Government funded programmes such as Multiply and Skills Bootcamps.

EMPLOYMENT AND SKILLS BOARD

The Employment and Skills Board is an advisory board to the Skills Committee.

The meetings of this Board are held in private.

TRANSPORT & INFRASTRUCTURE COMMITTEE

The main role of the Transport & Infrastructure Committee is to make recommendations on the following matters to the Combined Authority Board:

The Local Transport Plan Bus Strategy

The Transport Revenue budget, including any transport levy

The annual programme of strategic transport projects and the associated capital investment budget

Borrowing powers exercised as the Local Transport Authority

Creation of the key route network

COMBINED AUTHORITY BUSINESS BOARD

The Board is the Local Enterprise Partnership (LEP) for our region and is made up of local business leaders and elected local leaders who are passionate about supporting businesses.

The Board is accountable to the Cambridgeshire and Peterborough Combined Authority and is tasked with securing the investment needed to deliver improved infrastructure, business support and a range of skills and training initiatives.

EASTERN AGRI-TECH PROGRAMME BOARD

The Eastern Agri-tech Programme Board see and consider applications for funding.

The meetings of this Board happen in private.

The Board is made up of specialists with experience and knowledge of agriculture and the food, drink and horticulture industry, including research, farming and food processing.

Decisions

MAYORAL DECISIONS

Where the Mayor makes a decision, including under specific
delegation from a meeting of a decision-making body, the effect of which is

(a) to grant a permission or licence;

(b) to affect the rights of an individual;

or (c) to award a contract or incur expenditure which, in either case, materially affects the Combined Authority’s financial position,

the decision-making officer must produce a written record of the decision as
soon as reasonably practicable after the decision has been made which
must contain the following information:

(a) the date the decision was taken,

(b) a record of the decision taken along with reasons for the decision;

(c) details of alternative options, if any, considered and rejected;

and (d) where the decision was made under specific delegation from a
decision-making body, the names of any member of the relevant body
who has declared a conflict of interest in relation to the decision.
