An exciting opportunity has arisen within the Corporate Services Team at the Cambridgeshire and Peterborough Combined Authority.

The Authority was established in March 2017 as a result of powers being devolved to it by Central Government most particularly in regard to securing major developments and improvements in respect of Transport, Housing, Education and Skills across the region with a vision to make Cambridgeshire and Peterborough the leading place in the world to learn, live and work.

Job Summary

To provide leadership, strategic advice and process management on all procurement and contract management activity across the organisation to ensure compliance with both legislation and internal governance requirements.

To support officers in ensuring that procured contracts deliver against their contract terms and required performance levels without breaching the Authorities rules or relevant legislation.

To monitor and report on all procurement activity in accordance with the Transparency Code, best practice and commercial achievements.
To provide strategic direction for the service and the authority in a manner that facilitates the Mayoral Priorities and social and commercial objectives of the Authority.

Key Responsibilities

  • Lead, manage and develop a procurement team with skills and competence that reflects the growing and technical needs of the Authority and the increasingly complex nature of the commercial relationships with suppliers
  • Provide advice to officers, directors, executives or elected members on the optimal route to market for all procurement in consideration of legislation, opportunity for innovation and the project complexity, value and duration; notably a comparison of the commercial benefits of any availability suitable Framework solutions compared to an open market competition. Ensure all procurement's stand up to scrutiny and are fair, open, transparent with high levels of information security
  • Oversee the Contract Register for compliance with the Transparency Code 2015. Utilise this data to evaluate performance and forecast future procurement requirements.
  • Support officers in post award contract and performance management and negotiation activities as necessary in order to ensure services are delivered in line with contractual obligations
