Independent review set for bus franchising in Cambridgeshire and Peterborough

An independent review of how best to bring bus franchising to Cambridgeshire and Peterborough is set to take place.  

On Tuesday (July 8) the Combined Authority’s Transport Committee will be updated on the next steps for taking greater public control of the local bus system.  

The independent review will be an important early step in developing a clear and deliverable plan to bring franchised services to Cambridgeshire and Peterborough and ensuring that plan aligns with the policies of newly elected Mayor, Paul Bristow.  

Under a franchising model, the Combined Authority sets routes, frequencies and fares, then invites bus operators to bid for contracts to run those services.  

In line with most of the country, Cambridgeshire and Peterborough has a deregulated bus system meaning the majority of services are set and run by private bus operators, often leaving less profitable routes under-served.  

In February 2025, the former Mayor used his powers to choose franchising as the best way to reform buses, recognising its potential to improve reliability, bring greater coverage for rural communities, and deliver a consistent standard of service.  

Paul Bristow said: “Franchising gives us the power to transform buses so they truly work for passengers and communities, but it must be affordable and deliverable. This independent review will test how that can happen, putting service improvements at its heart, while ensuring that it will be financially sustainable for the long term.”  

Following the Committee’s review, officers will continue detailed work on the preferred delivery model. The review is expected to take about three months and will be presented in the autumn. It will be independently led, with consultants commissioned and a chair appointed.  

The review will look at areas including integration with rail and light rail, the revenue model, the design of the network and financial and legal considerations.
