JOB PURPOSE

The Cambridgeshire and Peterborough Combined Authority is creating a new Performance and Evaluation Manager role as we strengthen our Policy, Insight, Performance and Evaluation functions.

The Combined Authority has an ambitious vision to deliver a Corporate programme of work that reflects the strategic ambitions of Cambridgeshire and Peterborough. Reporting to the newly created Head of Policy, Insight and Performance, the Performance and Evaluation Manager role will drive forward programme and project evaluation and performance analysis and reporting across the organisation. The role is integral to growing a new, impactful performance and evaluation team that sits within the newly formed Chief Executive’s Office where Mayoral Support, Policy, Communications, Public Affairs and Executive Support have come together to drive forward sustainable and lasting change for our communities.

The role will lead the development and implementation of the Evaluation Framework, enabling a clear understanding of the effectiveness and impact of the Combined Authority’s programmes, projects and activities and Mayor’s priorities. You will strengthen the way we evaluate, provide evaluation expertise and guidance to colleagues and ensure robust practices, consistency and purpose to our evaluation activity and that learning from delivery is used to inform future policy and project design.

You will lead the implementation and further development of the Combined Authority’s recently approved Performance Management Framework and be responsible for producing regular corporate performance reporting to Thematic Committees and the Combined Authority Board.

KEY RESPONSIBILITIES

  • Lead the development, implementation and co-ordination of a new Evaluation Framework ensuring evaluation activity informs the wider work of the Authority, involves stakeholders and is beneficial, robust and joined up.
  • Champion evaluation across the Combined Authority and partner organisations to promote good practice and help develop a culture of learning.
  • Oversee design and delivery of evaluation training resources, guidance and templates.
  • Work collaboratively with senior managers and project managers to understand evaluation requirements and provide advice and guidance to ensure sound evaluation practices are embedded.
  • Strengthen logic models, designing proportionate and useful evaluations, employing theory-based or quasi-experimental approaches capable of generating robust findings to support policies and interventions.
  • Procure research and evaluation services and quality assure consultant delivered evaluations.
  • Lead internal evaluations using qualitative and quantitative research methods, reporting findings in a way that provides valuable support to policy development ensuring effective dissemination of the relevant conclusions from evaluation to key stakeholders in order to shape future strategy and policy.
  • Lead the implementation, further development and organisational wider co-ordination of the Performance Management Framework.
  • Lead on quarterly Corporate Performance Reporting to the Combined Authority Board and Thematic Committees, including selecting indicators, supporting target setting and quality assuring data processing, analysis and visualisation.
  • Develop and maintain effective cross-organisational evaluation and performance management practice and co-ordination.
  • Identify and create the means to strengthen collaborative working with partners across Cambridgeshire and Peterborough
  • Lead the Performance and Evaluation team ensuring that appropriate standards and techniques are adopted and introducing continuous improvement to these in line with best practice.
  • Line manage Performance and Evaluation Team staff and oversee day to operation of activities.

 

PERSON SPECIFICATION

QUALIFICATIONS & KNOWLEDGE

Essential

  • Educated to degree level or the equivalent level of knowledge gained through significant demonstrable experience in a directly related area of work
  • Deep understanding of evaluation design and methodology including logic modelling and theory of change.
  • Deep understanding of performance management and reporting including indicator frameworks, target setting and benchmarking.
  • Strong understanding of at least one policy area: transport, economic growth, climate change, skills, place making, devolution.
  • Strong understanding of the operation of Central Government, Local Government and Devolution.
  • Strong understanding of national policies and the legal framework applicable to the role, including equalities legislation and the English Devolution Accountability Framework.

Desirable

  • Masters Degree in Public Policy, Economics or Management
  • Relevant professional qualification or membership
  • Project management qualification
  • Strong understanding of the operation of Central Government, Loval Government and Combined Authorities.

EXPERIENCE

Essential

  • Significant demonstrable experience of effectively working in a senior role to develop and implement evaluation frameworks and/or corporate performance reporting.
  • Significant demonstrable experience of commissioning and undertaking process and impact evaluations, including defining success, generating research questions, designing evaluation methodologies, planning delivery and reporting findings.
  • Significant demonstrable experience of quantitative and qualitative research including quasi-experimental evaluation methods and theory-based approaches.
  • Proven track record of reporting evaluation findings in a way that provides valuable support to policy development ensuring effective dissemination of the relevant conclusions from evaluation to key stakeholders in order to shape future strategy and policy.
  • Significant demonstrable experience of monitoring and reporting performance of services and/or organisations including developing key performance indicators, quality assuring data processing and analysis, target setting, benchmarking and data visualisation.
  • Experience of building and maintaining effective working relationships with a wide range of internal and external colleagues and stakeholders to ensure delivery of effective evaluation and performance reporting
  • Proven track record of developing and maintaining appropriate networks and communities of practice for evaluation and performance best practice.
  • A strong record of providing timely, robust advice to senior colleagues
  • Politically astute with demonstrable experience of working within a fast paced political environment, including working with Elected Members
  • Experience of working in fast paced environment, overseeing many projects simultaneously ensuring direct reports are meeting strategic objectives and deadlines
  • Demonstrable experience of form.ing and leading a team, setting objectives and managing performance
  • Experience of driving change and improvement within an Evaluation or Performance Team

  • Good understanding of the Cambridgeshire & Peterborough Combined Authority, our remit and the issues facing currently facing the region
