Salary Range: £32,234 - £33,782 DOE
Hours: Full Time 
Contract: Permanent

An exciting opportunity has arisen within the Corporate Services Team at the Cambridgeshire and Peterborough Combined Authority.

The Authority was established in March 2017 as a result of powers being devolved to it by Central Government most particularly in regard to securing major developments and improvements in respect of Transport, Housing, Education and Skills across the region with a vision to make Cambridgeshire and Peterborough the leading place in the world to learn, live and work.

Job Summary

To provide support and assistance to the Procurement and Contracting team to develop procurement capacity and communications both internally and with the market to help shape and develop markets.

To research, analyse, report on and make recommendations to the category team with a particular focus on analysing procurement spend and highlight potential opportunities to the Procurement and Contracting Manager

Key Responsibilities

  • Provide effective procurement support
  • Working with the Procurement Manager to develop procurement action plans through the detailed analysis of spend to include supplier volumes, commodity items, transaction costs, overall spend and proposed sourcing strategy. Assist in resultant procurement exercises, leading on appropriate matters under the supervision of the Procurement and Contracting Manager
  • Provide support to ensure procurement exercises comply with the Combined Authority's Contracting Procedure Rules, strategy and the Public Contract Regulations (PCR)
  • Support the development of PRC compliant documentation and ensure subsequent shortlisting and evaluation of responses is conducted in a fair open and transparent manner
  • Develop evaluation models appropriate to each procurement exercise under the supervision of the Procurement and Contracting Manager
  • Ensure appropriate outcome letters are drafted, legally compliant and sent in a timely manner
  • Assist with procurement exercises for commonly bought goods and services where no obvious departmental lead exists
  • Provide advice and guidance as required on use of contracts and general approach to procurement
  • Any other duties required by the Procurement and Contracting Manager
