Infrastructure Delivery Framework to improve growth across the county
An Infrastructure Delivery Framework report identifying the infrastructure challenges of the potential increase in growth across the region has been approved by the Cambridgeshire and Peterborough Combined Authority Board today (13 November).
An infrastructure delivery framework is a structured approach to understand the current constraints of infrastructure for growth across the Cambridgeshire and Peterborough area.
The key aspects of the report included:
- An analysis of strategic infrastructure barriers, including energy, water, and connectivity, for Cambridgeshire and Peterborough, which will need to be addressed with a range of actions to allow sustainable growth to continue at pace. It also acknowledges the importance of green space and water for a quality environment for nature and place.
- A report that allows the Combined Authority and partners to clearly articulate the magnitude of financial investment required to address barriers to a varied audience.
The 152 paged report was conducted by Stantec, who are a global leader in sustainable engineering, architecture, and environmental consultancy. They were appointed in September 2023.
To enable Cambridgeshire and Peterborough to meet its potential for sustainable growth, the report recommends cross collaboration between the Combined Authority and different agencies including government, transport providers and local planning authorities on key issues of funding and long-term planning.
This document will be key to working with our partners to identify and develop projects and plans that address some of those gaps but recognises that many of these can take ten or more years to develop from concept to delivery and will be necessary to facilitate growth.

The report’s findings have been accepted by the Cambridgeshire and Peterborough Combined Authority Board.
Along with its partners, the Combined Authority will now consider how to take forward the evidence and recommendations from the report to support development of strategic plans including the emerging Cambridgeshire and Peterborough Local Growth Plan.
