The Opportunity and the context

About the Role 

We are seeking a Network Development Planner (Investment & Growth) to lead on identifying, securing, and managing developer and business funding that supports the delivery of new and improved bus services across Cambridgeshire & Peterborough. 

This role is about turning financial contributions into sustainable, high-quality bus services – helping to ensure new developments and business investment translate into real improvements for passengers and communities. 

What You’ll Do 

In this role, you will:
🔹 Identify and manage Section 106 developer contributions and business funding for bus services
🔹 Oversee contracts and grant agreements, ensuring value for money and timely delivery 💷
🔹 Partner with councils, developers, and businesses to design and deliver sustainable transport solutions 🤝
🔹 Act as a subject matter expert, providing input and challenge during annual reviews of developer-funded services
🔹 Track the pipeline of developer contributions and ensure commitments are turned into tangible outcomes
🔹 Report milestones and progress to committees and stakeholders 

What we're looking for

What You’ll Bring 

We’re looking for someone with:
Experience delivering service design in a public transport environment
Strong knowledge (or ability to quickly learn) of Section 106 and transport-related funding mechanisms
Contract and budget management skills, with proven experience managing delivery within set timescales
Excellent data analysis and reporting skills to monitor commitments and outcomes 📊
Strong communication and stakeholder management skills to influence, negotiate, and build consensus 

Desirable: 
Awareness of political sensitivities and regional transport challenges 
Understanding of the UK bus industry and funding landscape
